Well, of course Dreamweaver all versions has its own inbuilt ftp client, and of course you do not have to learn how to create or type in FTP commands, you do however have to learn how to set up Dream weaver to place you html file on to your hard disk and also how to configure Dream Weaver to upload the files to your live Web Server....
